Tne Couneil arreed that this matter should be referred back to you with the request that vou explore all avenues of approach to the problen in order that stricter controls may be placed on bicycles operating in this City. One suggeation wag idde that the oicyele Licance fee could be varied so as to provide for a hicther fee for these bieveles thee were not properly equipped with lisnts, ete., in order to wucouragse the provision of this equipment. The Coune41 also noted tie approach being taken by the Cistriat of Surrey in requir~ ing juvanilas and their parcats to appear in Court where, accordin: to press re- ports, Chey received a very stern lecture fron the judge and were tsen discharged.
