CORPORATION OF THE CITK OF ORT COOHITLAM PARKS & RECREATION COMMITTEE A & meeting of the Parks & Recreation Committee was held in the Park" Recreation Office on June 4, 1991 In attendance were Alderman Mike Thomp.on and Alderman Narg Cordon. Also in attendance was K. Janna Taylor, Parks & Recreation Director. Item No. I Adoption of April 2, 1991 minutes Item No. 2 Hyde Creek Indoor Pool Committee discussed the letter from School District 943. It was generally agreed that there was strong support from Ci'y Council members to have the indoor pool open during the summer months. The Parks & Recreation Director reported that there was no money available to operate the pool this year.. Recommer.dations: That a report be taken to Council saying that 1. 2. for 1991 there was no money available to operate Hyde Creek indoor Pool. That monies would be put in t..e 1992 operating budget to keep the indoor pool open in the summer. Carried Item No. 3 Clematis Crescent — Landscape Median The Parks & Recreation Committee discussed the situation at Clematis Crescent. The report from the Deputy City Engineer indicates that there was no follow-up on the landscape plan. Furthermore the Parks & Recreation department was not even aware that a landscape median eristcd in this area. Due to this, monies we!e never set aside for such a project. The cost to upgrade the median to an acceptable standard is g6,900. There is no money in this year's parks budget to handle this. Furthermore the project does not qualify for Park D.C.C. interest funds. Recommendation: That a report be taken to Courcil that this project cannot be done this year and that funds would be put into the 1992 operating budget to upgrade the median Item Wo. 4 Public Walkway — Fencing The Parks & Recreation Committee dealt with the memorandum from the City Engineer in regard to fencing. The Committee failed to understand wh Y t his matter was directed to them. General discussion followed in regard to the appropriateness of fencing public walkways an aualogy was drawn with public lanes and that these are not fenced by the municipality. Therefore public walkways would not be fenced. — Recommendation: Item Wo. 5 That a report be taken to turning down the request for fencing of the Council public walkway. Rectmmmndation It is recommended that the request received from the PoCo Saints Intermediate Lacrosse team, to keep their signs in place until the end of their'eason (July 24, 1991), be denied.. To History/Rackground; City Council established a policy in 1990 limiting the length of time that a sign may remain up at the corner lot of Pitt River Road/Shaughnessy Street and at the Lougheed/Centennial Pool area. This policy also introduced a deposit which is forfeited in the event that the City must ramie the sign. The PoCo Saints Intermediate Lacrosse team would like to leave their sign, which is currently posted, up until the end of July. They would use the sign (by changing the date) to promote their upcoming games. Alternatives: Two alternatives were considered ta approve the request or'deny the request: Approve the request and permit the signs to remain in place until the end of theiz season. Advantages: — Disadvantages: If the signs are kept current, it permits the team to promote upcoming games in high visibility area. Demonstrates a "spirit of support" on behalf of the Cit" of Port Coquitlsm. Othe organizations msy request the same consideration. Deny the request and ask that the signs be removed at the end of the four week period. Advantages: — Ensure consistency of policy application. Disadvantages: Consistent with last year's decision. perceived as a "vote af non-support" by the City. Attendance at league games may be negatively impacted. May be Conclusion Denial of this request will not be well received by the PoCo Saints Intermediate Lacrosse team.
