A2 - The Terrace Standard, Wednesday, May 24, 1999 Decision pending on wages — for Kincolith road project THE PROVINCE still hasn’t decided if the other major Nass road project, the $30 million Kincolith road, will also be subject to the Highway Constructors Ltd, (HCL) union- level wage scale, And it stil] hasn’t figured out how the contracts will be tendered, Given that the road will connect the village of Kincolith, on the mouth of the Nass, with Greenville, where the Nisga’ a Highway now ends, the’ Nisga’ a have been lobby- ing for as much work as possible. **This project is a partnership with the Nisga’a and they have a financial involvement in it and there have been ongoing discussions- with-them;?’- Said: highways: ministry ~ official Jan McLeod last week. ‘‘While the Nisga'a Highway improvement project is within the HCL format, the. The HCL requirement calls for preferential hiring of people living within 100 kilometres ofa project site.and opportunities for women and for natives and lo tain ap: prentices. Under consideration for the Kincolith road, as well as the Nisga’a Highway improvements, are a number of options that include dividing larger contracts into smaller ones to allow smaller companies to make bids. The 100-kilometre hire requirement, should the Kincolith project fall under the HCL model, is significant because the road route is in an area predominantly populated by Nisga’a. Companies who do get contracts under the HCL model are allowed to pick their first five employees. After that, they’re provided by HCL from a list of union and non-Union workers it maintains. “One passible option ‘under consideration by the highways ministry that could apply to. small companies or individu- als is called day labour, That’s a system whereby the ministry keeps a list of qualified local equipment operators and then works its way down the list whenever short term work is needed. The last major highway project in the Nass Valley was a vehicle bridge across the Nass River connecting to - Gitwinksilkw. A Kamloops company got that contract . and was paid a bonus for reaching an agreed upon level of ; - local resident hire and training. . Contract plan used on Island PROVINCIAL governments policy of union-level wages on large- scale highways construction projects dates back io the start of the massive Island Highway project in 1994, That’s when it created Highway Constructors Ltd. to set up no strike, no lock out arrangement for the life of the $1.2 billion project with a collection of unions. called the B.C. Highway and Related Construction Council. The HCL model doesn’t bar non-union Gnms from bidding, but does require them io bid using union rates: and to pay union wages according to the overall contract applied to the project. Critics have claimed the HCL model has added mil- lions to the Island Highway project but no internal government documents on the matter have ever been released.
