Last week, in an independent report requested by the provincial government, Canadian legal expert Dr. J. Alan Beesley stated that the Alaskan position has “‘no basis in fact or law’’, The Alaskan view of “‘pasturage” argues that U.S. commercial fishermen have a right to take fish that come from Canadian rivers because the fish spend part of their lifetimes in American waters. But-Beesley's-report refutes thal claim, pointing out that it runs contrary to accepted international law and precedents, ‘‘A claim as unfounded and legally frivo- lous as the Alaskan invention of a pasturage concept should be -firmly rejected by both of the trealy parties, namely: the USA and Canada,’’ he writes. Casinos up in air THE REGIONAL district has decided not to decide on the issue of gambling in the area, Last month the RD received nolice from the provin- cial government that the moratorium on the expansion of gaming in B.C. had been lifted and proponents were being sought to develop new bingo halls and casinos. Any new gaming facilities require permission of the host government. So regional district staff provided in- formation on gambling to directors at August’s board meeting and asked them if they wanted io develop a position on gambling in the area, But the board decided to wait and see if any proponents cropped up before making any decisions. That means the door is still open for developers to propose new casinos or bingo halls in Thornhill or other areas of the Kilimat-Stikine, but the RD could slam the door shut at any time.
