Taking the by Tod Strachan If you have-ever wondered what the Major Project Review Process (MPRP) is but were afraid to ask, perhaps this will help. The MPRP has been in operation for a year now and since then, has undergone a few changes. The length of time for public review has been increased from 30 to 40 days and, project proponents must now hold a public information meeting within two weeks of the release of their prospectus. - Also, criteria for the review of plant relocations and expansions have been added, Stage I and Ik have been introduced into the process to allow more detailed review, and marinas have been taken off the list of projects that ate required to go through the process. ‘Twenty-five different industries are subject to the Major Project ‘Review Process. Among them are pulp and paper, the manufacture of metals, glass and asbestos prod- ucts, organic and inorganic chemi- cals, the production of plastics and paint, and harbour and port oper- ations. But how does the process work? First, you need an idea. You have a friendly banker and you want to build a port or paper mill, for example. With the idea, and a commitment for financial backing, you then choose a site, design a development schedule, and obtain social, environmental and technical information for your project. With this information in harid, you would then contact an MPRP coordinator and request a pre- prospectus meeting with the Major Project Steering Committee (MPSC). At this meeting, you would discuss your idea in detail and learn more about the MPRP itself as well as any other review processes you may be required to go through. Following the pre-prospectus meeting, it would be a good idea steering committee. With this document approved, you would notify the MPRP coordinator of your intent to file a formal prospectus, and work with him to develop text for newspaper advertisements announcing the time and location of a public infor- mation meeting in the community or communities involved. Your advertisement would also have to ‘solicit written comments on the. prospectus and you would be required to give copies of the prospectus to the MPRP, public libraries and special-interest, envi- ronmental:and native groups. Now the real action begins. Within two weeks of the distribu- tion of your prospectus, you are required to organize and pay fora formal public information meeting. A representative of the steering committee will attend your public meeting to explain how the MPRP and other applicable planning processes work. " Following the meeting, you will have to prepare a report for the - MPSC that outlines how the issues and concerns raised by the public will be addressed. Now, you wait. For 40 days and 40' nights following the date of your public meeting, everyone ‘waits, Some people will offer the MPSC submissions that applaud your proposal. Some will make submissions that say bad things about both you and your idea. You will, however, get copies of all the submissions... A process you may face with optimism or fear. On top of the public submissions, there are those from local, regional, provincial and federal governments. Various councils and ministries will pick away at your prospectus; being critical of the thoroughness in which it is pre- pared. What are the potential impacts of your project? How prepared are you to deal with these impacts? Are there jurisdictional problems? How weil have you addressed public concern? And then, from these agencies, their bottom line. In time — it could be several months — the commit- tee will make their decision, and release a public report on their findings. If your project is rejected, you're - back to square one. If it’s approved in principle, then, subject to any conditions set by the com-. mittee, you’re ready to proceed to the first real step in realizing your dream. You begin dealing with the . various government agencies who have already critiqued your pro- spectus and make application for all necessary licenses and permits. ° But your project may take a different path altogether. This year’s project involves 7 1/2 km of mains from Mount Layton Hotsprings to 1st Avenue, Kroyer and Crescent Streets, Waterlily Bay and Lupin Street. Pacific Northern Gas has already resubmitted proposals for Proctor and Jackpine Flats for next year. Regional manager and co-ordi- nator of northwest projects for PNG, Wally Clausen says, "We've started the paperwork and materials have been ordered." Permits have been applied for from the various agencies and govern- ment departments involved. Clausen explains, "It’s a lengthy process, but it'll have to go in this year if we want the grant."
