eer rts Reais Composting With the approval of the 1992 budget for composting, we will now lay out a draft program for 1992. You will note from discussions at Council and Committee that the Aldermen felt the program did not take into account July and August for pickup of compostable materials. You will recall that originally we proposed a much larger scale composting program which included the spring and summer months. However, when we cut it back to an eight week program we simply took the latter half of the original program and used it for discussion purposes. We have complete flexibility of when to program the eight weeks for pickup. Site selection for the compostirg site must begin inunediately and in this regard we are preparing a report to Environme: al Protection Committee outlining details of the Reeve Street Park area and potential sites wit:in the park that can be used. The report will be presented to EPC for discussion. For example, Cornmittee may wish to arrange a joint meeting with the Public Works Committee and the Parks and Recreation Cornmittee. Both the report on the composting program and the proposed composting site will be completed by mid February, 1992, Home Composting The home composting program will involve the purchase of approximately 750 home composter units for resale to local residents. After the Provincial Grant and the City portion are applied, it is anticipated that the resident will be asked to pay about 40% of the cost of the composter. An average Composter is worth $100 and therefore a resident will be expected to pay around $40, We have already commenced research on this item and will have a report and recommendations ready for mid February for consideration of EPC. An immediate educational and promotional campaign will have to be started so that some momentum for the home composting program is underway by the Spring. Council has approved the $600 contribution to the BC Pitch-In Campaign for 1992. Pitch-In Week has been designated from the 4th to the 10th of May, 1992 and EPC has already confirmed that we will participate and coordination will be done through the Committee Members as well as Andrew de Boer.
