South Mary Hill - Development Permit Area I

The South Mary Hill development permit area lies to the south of the
B.C. Hydro right of way along the west bank of Mary Hill. The
Development Permit area includes land east, up the slope from Mary
Hill Road, south of the B.C. Hydro right of way and north of Mary
Hill Bypass, as shown on the map entitled "Development Permit Area

II" e

Within the south Mary Hill area, the ‘ity is implementing a
development permit system for properties within the development
permit area zoned for multiple family development, RM-1, RM-2 and
RM-3.

Pursuant to Section 945(4)(b) and (e) of the Municipal Act, the area
shown outlined on the Official Community Plan Map Schedule "B" is
designated as the South Mary Hill Apartment Development Permit Area.

The objectives that justify designation of the west slope of south
Mary Hill as a development permit area are;

(a) Protect development from slope instability

(b) And to provide objectives for the form and character of
multi-family development in such area in recognition of its
importance to the City.

Conditions Justifying
(a) Slope gradient in the development permit area varies from a low
of 15 percent upwards to over 25 percent. This steepness of

slope requires geotechnical examination of building foundations
and slope retainment.

Lot grading and building excavation require controls to limit
erosion and undermining of slopes.

Slope stablization by landscaping and man made structures
requires examination to ensure finished grades are stable.

The area is located on a slope visible from the Trams Canada
Highway, Lougheed Highway and Mary Hill Bypass Highway.

The area is located at a major entry into the City of Port
Coquitlam

General Regulations

(a) Development plans for properties where the slope of land exceeds
15 percent are to include provision for site retention through
landscaping and man made retention.

(b) No retainment shall be placed closer than 1.2 metres to a

property line.
