The parking of vehicles on both sides of the road.tn
the 3000 Block York Street dangerously reduces the
width of .the road. The road surface in this section
of Yerk Street consists of a pavement width slightly
more than 6 meters and shoulder widths of 0.3 meter
and ! meter on the west and east sides respectively.
During regular ball games at McLean Park, vehicies
park on both sides of this section of York Street and
at times, even obstruct the driveway to 1788 Manning
Avenue. When this occurs, this section of York
Street is virtually reduced to an uncomfortable
one~way traffic fane. The Committee feels that the
request for parking restrictions on the east side of
York Street from Coquitliam Avenue to Manning Avenue

is justified.

The condition of the ditch on the.west side of the
3000 Block York Street as of August 8th, 1983 Is
dangerous to both motorists and children. The
dangers which the delegation refer to.are as follows:

a. the culvert wingwalls extended into the pavement
surface thereby widening the ditch and reducing

the road pavement width.

‘the ditch slopes are sloughing and In some areas
undermining the road shoulders.

the disposal of storm water [n this ditch is
largely by ground percolation only. The ditch -
invert is such that water entering the ditch does
not flow downstream until it reaches a depth of
“approximately | meter at the deepest spot.
According to the delegation, because of the
silting that has taken place in the ditch, it
usually takes a fong period of time after a storm
before the water finally disappears in the ditch.
Some araas In the ditch are perpetually wet and
are considered to be a breeding ground for
mosquitoes. Since local children play near this
‘ditch, the possibility of drowning also exists.

The Committee would ilke to report that items (a) and
have now been corrected to a condition consistent with the
level of ditch maintenance for other parts of the City. The
deftegation have expressed satisfaction with the recent
improvements to this ditch during the Committee meeting.

Regarding Item (c), the delegation Is correct in

stating that the disposal of storm water in this ditch is
largely by ground percolation. Two feasible alternatives exist
to correct this problem. The first is to storm sewer York
Street from Manning Avenue to Coquitiam Avenue and fill in the
existing ditch. The cost of this alternative is approximately
