Dear Sirs Re: Manpownr Aédition Comuitlan Detachment i refer to a letter dated February 21, 1973, from Nr. R.A. Freeman, City Clerk, cirected to me advising thet on the 19th of February, 1973, at the regular Council Meeting, Council passed a resolution authorizing the addition of two extra men to the 1973/74 contract. To say the least I was somewhrt Gisapvointed upon receiving this advice. The reovest for the adaition of three men for 1972/74 was submitted in the fall of 1971 before my tine here, hovever, unon learnine of the submission I wes not in ancreement with it. The type and volume of crine in Port Coquitlen certoinly supnort 2 nolice - populstion ration below the 1-10N0 retio. During the nast yerr, according to our ficures, the ratio was in the vicinity of 1-1150. In early October of 1972, as yon will recell, I met with Council concerning contract increrses rnd in perticul-er our emtremely hich nolice-nopulotion ratio. Ky submission was for » ratio of 1-900 for the time being. Council would rot oqree to this, however Council cia agree to maintaining = ratio of 1-1000. The approved increese of two men certainly does nothing to lower the present ratio and according to my figures will place the ratio somewhere between 1-1159 and 1~1175, This ratio is totally unaccenteble for rolicing nurnoses, The hich incidence of hbrerkmins of vrivate dwellings in communities throuchout British Colwnbia enould be of concern to evervone, As you know, this has been directly attributed to the use of drucs,. I rnmreciate the aonrrent high cost of policing, however, I éo not Xnow of ant other conrodcity or service thet likewise hes not exneriencenrc increases in costs. If ve arn to kes» crime in check, more nolice are required and I do not think the nyhblic will raise any ownosition if tax dollrrs are soont in en effort to mrte their homes a safe nlace. eeeContd.
