The recent announcement that a $4,500,000 contract has been awarded by the federal government for the construction of “Phase lil” of the Fairview General Cargo Terminal in Prince Rupert is news which will. benefit all of northwestern, /.. | “PITANIC” A great future was heralded for Prince Rupert — and indeed for ali of the northwest — when it was announced that Prince Rupert would be the western terminus of the Grand Trunk Railroad in 1902, In 1912, the “last Spike’’ of the Grand Trunk Railroad was driven in a ceremony near Fraser Lake and hopes ran high that the new railroad would do for Prince Rupert what the C.P.R. had done for Vancouver. These hopes were tragically dashed, however, that same year. Charles M. Hays, the driving force behind the Grand Trunk, was a passenger on the maiden voyage of the Titanic, and it is said that the future of Prince Rupert perished with that ill-fated vessel. “While the — strategic location of Prince Rupert has long been recognized (the location of a major supply .and staging base ‘there in the Second World War was testimony to Prince’ Rupert's being 500 miles closer to Asia than any. other major North American port) little happened for many years -.after‘the completion of the . Northern B.C. does have a future — but it is a future _dependent on a broadening of our economic base and the responsible develop- ment of a transportation framework’ which will enable us to reduce the too high cost of living and conducting business in the north — a cost which makes virtually impossible the establishment of viable secondary industry in our communities, ; The development of Prince Rupert as a port is one of the keys to over- coming that obstacle. But so is the enhancement of our other facilities. Both Kitimat and Stewart have, I believe, important roles to play as ports in our future. WAY OF LIFE But any — economic development of our com- munities, and any ex- ploitation of our: resources, rings with it an inevitable change in our way of life. Our way. of life and our environment are very important to most nor- therners, and the extent to which we are prepared to ‘accept the social and. en- vironmental risks which go with development is a question which each one of us must carefully consider. . This is a question which has been brought to the forefront by two recent developments suggested for Kitimat — the now famous steel mill and the proposed Kitimat-Edmonton. ail pipeline. Each project offers. important economic benefits to Kitimat — but each also ‘carries. with it serious ‘social and en- vironmental considerations. Whether the benefits out- weigh the costs is not a Reply Box 1133, decision to be made by the developers or the politicians — it must be made by the people who will be affected.
