ni) by Cyril M. Shelford, MLA There were two major deveiopments this week: (1) The announcement of the major agricultural food study to be carried out by the Select Standing Com- mittee of the Legislature and (2) The announced pause on rai] construction on the B.C.R. This was necessary following the huge loss on this rail line in the last four years with over $70 million this year alone. This was caused by several things: the. in- creasing costs of all kinds, making vast areas of timber that were viable to harvest in 1972 no longer viable in 1976. The strikes and slowdowns eroded con- fidence in the capabilities of the rail system to deliver goods on time; most ship- pers such as beef ranchers turned te trucks which so far " Uutrivion Suyline Question: Everyone is my family A dislikes liver. Whatis a good substitute for a family that simply won't eat liver? Answer: This question is one which is frequently asked. For those not fond of liver, substitution of foods which provide food value similar to liver will do the trick: 1) other meats, poultry, fish, eggs, .milk and milk products, dried beans and peas, peanut butter and nuts provide the protein; 2) other meats, egg yolks, dried fruits, green leafy vegetables, and enriched and whole grain cereals provide iron; 3) other meats, poultry, milk and. whole grain or enriched margarine provide Vitamin Question: Can the .approach to weight loss be summarized in a few points? ; Answer: Weight reduction is.a problem for many people and will never be made easy. The ideas behind most acceptable weight loss progrants'.are as follows: 1) Must have caloric in- take less than body ex- nditure, 2) Nutritionists generally recommend a one to two pound loss per week. 3) Loss of one pound requires 3500 calorie deficit. Snow-capped mountains along the Skeena River, VICTORIA REPORT have been found reliable in delivering on time. This last confidence will be hard to get back. “It takes years to et a good reputation and ive minutes to lose it.” On certain areas such as the Fort Nelson line for every dollar earned it costs $5.00. The Fort St. James-Bear Lake extension is even worse. Nearly all members seem to agree that the pause on construction should take place till the findings of the Royal Commission are completed. During this period the government must do everything possible to stimulate employment in the northwest such as the road system north and the north coast transportation system with ferry service connections from Tsawwassen to Kitimat. The food enquiry wilikeep — the members of the com- mittee, in which Pm a ‘Canada until member, out of circulation for the next year. This is a yery important committee and I ask all constituents to study the terms of reference and send in advice. Phase one deals with whether there is sufficient agricultural land to supply our people in the future. Phase two deals with marketing boards and whether they do as claimed ~ increase the price of food to the consumer and whether they are of benefit to the producer. This will also examine costs of processing, wholesaling, etc, Other side issues to co: sider will be the impact of higher labour costs than other areas. The higher cost of money, transportation, ackaging, labelling, ad- itives, quota, etc. The degree of price competition among retailers here and in the U.S. The detrimental affect of imports, fran- chises, vertical integration on food prices. The committee will consider changes in the food marketing system ‘which may help the consumer, producers and mer- chandisers. We are authorized to hire research staff. ; We alsohave power to call people and ask for records, papers, etc. and under Section 80 of the Constitution Act we can examine wit- nesses under oath and travel for hearings in different areas of the province. Phase one and two will be reported by August 31. Phase three by December 31, 1977 and Phase four by March 31, 1978. There is no question the enquiry is more detailed than the forest enquiry. under Dr. Pearse. SMALL BUSINESS IN GOVERNMENT FOCUS I was most pleased to see that small business was allowed six or seven special concession points in the recent federal budget. I am totally supportive of small business as a viable socio- econoznie system and I feel that it was a rather neglected institution in the ap- pointment of Minister Responsible for Small Business, British Colum- bia’s own Len Marchand. In Canada we have had a longtime trend toward bigness. The day of the very large corporation isn’t over; some of our vital Canadian and northern B.C. raw materials and forest and manufacturing industries can only be handled ef- fectively on a small seale. But there is growing a preciation that the srmall and medium-sized operation is the core of our country. Statistics prove that the small plant is the most ef- ficient. They also show that small and medium business ean thrive in both the domestic and export market. Fully 98.6 percent of all Canadian corporations are small and medium-sized businesses with assets under $5 million, Ninety-one percent of all Canadian irms have 100 employers or fewer. Small : business people pay their empioyees ne tall the corporate wage bill in Canada. Also, small operators, with greater flexibility that the giant corporations can move faster to meet market needs. What I like best about small businesses is that they allow entry into the market place of new, young, creative people who keep our competitive juices flowing. _ Pacific Western Airlines announces the eet tee tee _ THIS WEEK from Ottawa | ; Jona Campagnole, = ANTL INFLATION PROGRAM HELPING The Anti Inflation am is having a strong effect in reducing the spiralling costs that were forcing small businessmen to the wall. I am sure you will see more eén- couragement to Canadian business in the immediate future, specifically in the form of the federal govern- ment’s Enterprise Development Program. This new program will absorb the Department of Industry,’ Trade and Finally, the federal: government plans to reduce work for some 120,000 small business operators by a full two-thirds this year as we relleve those of-you who have to report under present census reporting requirements. In four years 944,000 firms will be relieved of this burden. If you have suggestions for what government can do for small business, I welcome your comments and ideas. — i Flavored Coffee Commerce’s various in- novation and adjustment assistance aire into one operation that will feature regional decision- making and focus on small and medium-sized firms in manufacturing and one of your next vorites, adding one For a change of pace and taste, sip flavored coffee at breaks.
