Make Money Orders payable to Pacific swivels, even SAYS U.S VIET POLICY ‘IMMORAL’ ‘Agoression from north’ charge branded false by UBC professor The war in Vietnam is not the only thing that is escalating these days: we are suffering a propaganda escalation aimed at convincing us that the American raids on North Vietnam are proper and effective means of ending the war in Vietnam, It began in August with the Gulf of Tonkin incident, when the North Vietnamese reportedly fired on an American warship, The Americans retaliated by de- stroying five torpedo boat bases in North Vietnam, then announced immediately that there would be no further raids on North Viet- nam. On January 4th, Dean Rusk said that attacking North Viet- nam would be “reckless action” and assured us that the Ameri- cans had no intention of expanding the war beyond the borders of South Vietnam, One month later four bombing raids were made on North Vietnam and we were informed in the daily press that the Americans had been bombing Laos for some time, Prime Minister Pearson hinted on February 10th that perhaps the Americans had gone a bit too far, and other world leaders were far stronger in their con- demnation, The Americans re- plied that these were “re- taliation® for attacks by Viet- Cong in South Vietnam. Then on February 17th President Johnson finally broke his long silence on Vietnam to state that henceforth raids would not be retaliation, but would be “measured and fitting and adequate.” So what began as retaliation for North Vietnamese attacks soon became retaliation for South Vietnamese attacks, and now represent a policy of undeclared war on North Vietnam, By the gradual building up of attacks followed by official denials of ageressive intent; public: opinion has come to accept as fitting and proper an American action which only four months ago would have been rejected as outright ag- gression. The White Paper concludes that 20% of Viet Cong arms come from North Vietnam. Now, over 15 thousand weapons have been cap- tured by the Americans during the past three years, and if the 20% estimate is correct, you would expect that about 1,000 North Vietnamese weapons would have been captured each year, Appendix D lists the weapons captured over the past 18 months that come from any source other than the Americans: not thou- sands, but exactly 179 weapons — and that includes pistols, Any impartial judge would conclude from such evidence that not 20% but something over 2% of Viet Cong weapons come from abroad, The real reason, as I see it, for the present American policy lies in the total defeat of the American-led forces in South Vietnam, They have lost. control of most of the land area outside the cities, and not even direct intervention by the American air- force and marines can save that situation now, Recent massive attacks against the so-called Viet Cong have been frustrated by the guerrillas’ ability to disappear among the peasants, and the South Vietna- mese airforce has apparently taken to levelling villages when- ever there is any evidence of enemy activity, On March 17th they destroyed a village not five miles from the large American air base at Da Nang, killing all the children in the school, .
