BACKGROUND: At the Octeber 5, 1992 Council in Committee meeting, Planning staff was inetructed by Council as a whole to prepare regulations that would prohibit billiard halla, amusement arcades, and similar uses in the City. Thies Fae instruction came after Council deliberated a business licence application for Heb a@ sports bar with billiard tables in the Shaughnessy Mall. sy ) teal a t On June 7, 1993, Council gave Final Reading to Amendment Bylaw No. 2750, ie that banned billiard hallo from the C~3 and C-4 zones (C-3 & C-4 were the only ay gonee where billiard halls were permitted). Correspondence from Mr. John Liston was recently received by the City’ requesting permiseion to establish a billiard hall in the City.
