Brown Director of Community Planning Planning Granr RECOMMENDATION: That City Council authorize the Planning Department to apply for a grant under the provincial government's new category for comprehensive plans. BACKGROUND: The previncial government Ministry of Municipal Affairs is seeking pllot projects integrating land use planning, public services and fiscal planning. To date the Ministry has participated in projects in several municipalities. What the province hopes to achieve in this grant program is To expand on the tools available to municipalities far making policy decisions and considering the impacts of individual applications. COMMENTS: Benefit of carrying out this project to the City is that if will assist development of tools for assessing the financial impact of policy initiatives and development proposals. it is proposed to use the City's N.E. Sector as a pilot project to develop fiscal impact tools. The project is to include designing a system and collecting data for assessing alternative land uses, staging of development over time and financing methods for development in the N.E. Sector of the Citye In the longer term, it wil! provide a methodology for assessing costs and revenue generated by subsequent proposals in other areas as well. Work on the project includes; 1. A review of municipal commitments for public services, parks and so forth to establish a base level of service and taxation.
