City Clerk SUBJECT: Poco Trail — Lougheed Highway to Patricia Avenue In consulting with Walter Frith of Goudal & Associates we have reached what we believe may be a suitable arrangement foz the City in regard to the Poco Trail, assuming that the Parks & Recreation Committee does not want to dedicate the park by obtaining the assent of the electors. In referring to the first section, Parcel "B" (shown as blue on the map), the City could obtain a 50 foot wide right-of-way to encompass the trai.l along this portion as it is believed that the trail follows within City owned land. In the second portion (shown in pink) Lots 1, 2, and 3, and portions of unused road allowance at the west end of Prairie Avenue, could be obt ained by exchanging portions of road for City land. This would create a more natural curve onto Prairie Avenue which would be more appropriate for the use of the Catholic School entering onto Prairie Avenue and tha Shaughnessy intersection. In this a:enerio, Parcel "B" and Lots 1, 2, and 3, at the end of Prairie Avenue would entail: 1. Survey location of existing Poco Trail for Lougheed Highway to the foot bridge at Patricia Avenue then east to Shaughnessy Street. 2. The preparation of a 50 foot Right-of-way plan to encompass the 3. Road trail. exchange plans for the road allowance and a subdi.vision plan to trail parcel at the end of Prairie Avenue as well as a create the Right-of-way plan through the property. Goudal & Associates has estimated the fee for this work at 35,000.00. This is based on the City orthophoto maps which are believed to be fairly accurate. In reference to the third section (shown in yr liow), this property is gazetted highway, and as of this date I have sent a lerter to the Ministry of Highways requesting information regarding the possibility of closing the road encompassing the Poco Trail, under Section 573 of the Municipal Act so that the City can secure the property. This year we replaced the following tennis nets due to vandalism: Park Eastern Routley Reeve Westwood Imperial Evergreen Number of Nets 2 2 5 2 2 1 This has been at a cost of $ 2,352.00 Normally, a net will last from two to three years before the fibers start to rip, due to exposure. the tennis net poles, there is a device the net. These are called winches. They are home made and toit tighten the shop an estimated $ 80.00 to make a new one. During the costs season, we have lost about 10 of them which has cost about $ 800.00. What happens if they are loosened. is they come apart from the pole and then are thrown out. The Tree Plan Canada Program is a Federally sponsored program under the Green Plan which is designed to encourage the planting and maintenance of trees by community groups and municipalities. The program provides a grant of up to 2/3 of the total cost of a project and a ground cost of $ 0.50 per tree. The Parks and Recreation Department would panicipate in the program by selecting a location for tree plantings, the type of trees required and estimating a budget and providing labour and materials for the tree plantings. City Council retained the services of J. Reeve Consultants Ltd„Toby Russell Fuckwell & Partners and Intercad Services Ltd. on November 5, 1990 to design and complete the wor'dng drawings for the active area of Reeve Street Park. The working drawings are now in place and the Consultants are now ready to proceed with teudering and doing the project. Construction Administration Provision of architectural, landscape and engineering supervision of the entire project; certification of progress payments to contractors; reporting on project completion and payment of holdback. Commissioning Supervision Supervision of the commissioning of the buildings and services in each phase of the project. The anticipated time-frame for the project is from May, 1992 to September, 1993, however project management services will be provided for the entire Grst phase of the project whatever its duration. Remuneration for project management services, including all fees and disbursements and consulting services, shall not exceed 9% of the construction costs of the project as paid to construction and development contractors. Subject to the above maximum, project management services shall be provided on an hourly basis with the principal charged at $ 85.00 per hour, senior technicians at $ 65.00 per hour and junior technicians at $ 50.00 per hour. Disbursements shall be charged at cost. All project management services shall be invoiced to the City at the end of each calendar month and shall be paid by the City within 21 days of receipt, subject to the City's review and acceptance of the services provided. If in the opinion of the Director of Parks and Recreation, acting reasonably, fees and disbursements for project management services are likely to exceed 9% of construction costs, the Director may withhold payment of up to I/3 of the amount of any and all invoices until substantial completion of the project. Your firm will report to the City through the Director of Parks and Recreation or her designate and will receive instructions as required from the Director. Attendance at Council and Comnnttee meetings is excluded from this agreement and will be billable at your usual hourly rates. The project manager and principal contact with the City will be Tom Annandale. Support personnel will include Judith Reeve, Michael Barnes and Wai-Sue Louie. The park is approximately 1.43 acres in size; and is located adjacent to the downtown core. The "active" area is approximately 17 acres. Ls l 986 8 conceptual plan was done for Reeve Street Park and is available for viewing at the Parks & Recreation Department Office from S:30am-4:30pm. t5/e wish to retain a multi-disciplinary team of consultants to design and prepare detailed working drawings for the "active" part of Reeve Street Park. AVe also would like cost estimates for the work to be done in this area. The terms of reference for the plan are enclosed. Your proposal should include the following: Previous experience in similar projects that your staff and company have been invol red in. 2) Company's experience in work for public agencies 3) Background and roles of all professional staff who would to be assigned to this project. 4) Timing and staff allocation of various phases of work, 5) Your approach and program of work. 6) Schedule of fees and an upset price for the project.
