A8 - The Terrace Standard, Wednesday, February 23, 1994 Nass Valley blockade erected Log plan disputed TWO NASS Valley village coun- cils are trying to reach an agrec- ment affecting an area one of them wanis ta log. Gitwinksihlkw owns Simgan Forest Products which has a forest licence in the Nass Valley. But its latest plan to log an area comes loo closc.. to New Ajyansh’s Indian Reserve-1 -for that village council’s comfort. New Aiyansh council — two weeks ago threw up a roadblock to stop Simgan from going ahead. The company first needs to build a road Into its planned log- ging area, ms Council members, in a press release, said they first want ade- quate buffer strips between Sim- gan’s logging areas. and Indian Reserve 1. “Our future must be protected. Land grabs and resource extrac- lion without consullation with us is not acceptable to us or the gen- eral public,” the Feb, 9 press release added, (New Aiyansh officials have since been unavailable for com- ment.) The roadblock was quickly laken down after the two villages agreed to reach a resolution. “Ii’s caused a litile -bit of con- cem. They want buffer zones -and - " they’re worried tha! hunting arcas will be affected,”. said Gitwinksihlkw chief councillor Perry Azak last week of the New Aiyansh posilion. ‘We're quite receptive lo them and we’ve now got a commitice from cach band to resolve the dif- ferent concerns,’’ he said. Simgan was formed in 1992 out of financially troubled Zaul Zap Industries, also owned by Gitwinksihikw. In a trade of debt for shares, Gitwinksihikw now owns 51 per cent of Simgan, while Interpac 2 Company in the middle A COMPANY which wants to log land it owns in ihe Nass Val- ley says it’s caught in the middle of a dispute between two villages. But Niho Land and Cattle Com- pany president Rudy Nielsen says he’s giving the two parties time to settle things. Niho’s problem stems from lack of road access it has to land it owns near New Ajyansh. The easiest route is to build a very short road (hrough Crown land off another road wanted by Simgan Fores! Products. Simgan is owned by the village of Gitwinksihikw and it has a forest licence to log in the Nass Valley. Yet ils plan to build the road and then log an area is opposed by New Aiyansh. The’ New Aiyansh council is worried that the logging will af- fect ils Indian Reserve 1 property and wants buffer zone regulations in place first, “hare othe ee “We've said we won’t do any- ihing for four to six weeks on our property,’ said Niho's Nielsen last week. “We have applied for a road permit and we want to selectively log part of our property,’’ he added. Niclsen said he's confident Niho’s plan will be accepted in the Nass Vailey. He said Niho did log in the Nass three years ago and that its buffer zones were accepted by the New Alyansh council. But he also says that Niho has the right to log its land if it wants BRENT DeJONG Sales Manager 3040 Hwy 16 East vthe w gems, to. “This is B.C., not Russia. You do have certain rights,” Nielsen said. ; Logging on private land doesn’t come under current provincial regulations, Niho’s approximately ‘700 acres in the Nass Valley are among numerous properties in owns within the province. “We mostly sell mcreational land’? said Nielsen who estimated that 80. per cent of Niho’s fall under that category. The remainder does contain mer- chantable timber. Niho has suffered timber theft from its Nass Valley holdings. “Tf we don’t-do it, somebody will without our knowledge,’ said Nielsen of timber theft. Meanwhile, Nisga’a ‘Tribal Council executive dircctor Rod Robinson is worried about Niho’s logging plans. Although private land is not in- cluded in land claims talks now underway, Robinson said the council needs to know what Niho has planned afterward. “This is going to affect our Ira- ditional lands and we need to know what’s going to be left,” he said. Robinson added the council hopes to have an influence through Niho’s application for the road through Crown land. That’s because the forest ser- vice, through an agreement with the tribal council, must take into account the latier’s opinions on land use on Crown lands. ‘Meet The Entire Subaru Family naa LARRY DODDS Lease Manager Thornhill Motors “The Dealer Who Cares” DLR# 7041 BUY OR LEASE! And he ‘said the forest service and the Nisga’a Tribal Council now both realize the buffer zone matter should be settled as soon as possible. Also staying on the sidelines is the Nisga’a Tribal Council which says the matter is something for the two villages to work out, New Aiyansh had asked for the tribal council to become in- volved.
