DEVELOPMENT STRATEGIES Objectives The Official Community Plan policies Fit together to make a strategy for guiding future development. That strategy is outlined in the four objectives for the plan. The first objective to focus development in South Port Coquitlam is a key element in the development strategy. What this objective does is to focus development in a single area so there will be sufficient resources and activity to inetall desired public services such as roads, parks and flood protection. The second objective is to clearly state that top priority for public investment is the industrial area. What this is intended to achieve is to guide future City Council budget delibrations and to advise private land owners and developers about the City's priorities for utility servicing. The third cbjective is to provide the apartment staging scheme, and re-enforce the City's commercial districts. The apartment staging scheme is a device to designate areas where apartments can be built and transition areas where they must wait. What the scheme does is to prevent leap-frog development. The fourth objective is a statement of philosophy, that the City will continue to strive towards better development and continue to take neighborhood considerations into account. Urban Design Strategy Within this objective the City has a series of specific urban design qualities that are being sought for parts of the City. ~ Working towards creating a focal point of density and commercial activity node at Shaughnessy Street and Lougheed Highway to unite the . north and south sides of Port Coquitlam. - Obtaining a high standard of architecture for development along Lougheed Highway and Mary Hill Bypass to convey a good image for Port Coquitlam. - Directing new residential development to the south side of the City so that improvements can be made to the Coquitlam River dyking as part of those developments. 2162 SCH "A" 5
