RESOLUTION

It was moved by Alderman Lonsdale,

seconded by Alderman Giles,

THAT WHEREAS British Columbia has experienced a
shortage of affordable rental accommodation;
AND WHEREAS the shortage of rental housing has generated high rental
rates and sales of rental properties which have resulted in evictions of
tenants who are unable to purchase the housing unit or afford the inordi-
nate rental increases;
AND WHEREAS Provincial and Municipal Governments have allowed dem-
olition of existing affordable housing without consideration for. the
replacement of affordable housing for the poor and the elderly who are
on fixed or low incomes;
AND WHEREAS Provincial and Municipal Governments allow strata titling
of medium and high density residential properties and the ultimate sale
of the properties at prices that are beyond the financial capability of
the poor and the elderly who are on fixed or low incomes;
AND WHEREAS British Columbia does not provide for an Agency or Auth~-
ority to review rents to ensure that rental increases are reasonable and
just; .
AND WHEREAS the poor and the elderly who are on fixed or low incomes
are entitled to affordable housing within their financial capability;
AND WHEREAS to ensure the poor and the elderly on fixed and low in-
comes are provided with adequate housing a program of subsidized rents
must be established under a formula which considers geographic area,
household size and household income thresholds;
AND WHEREAS to ensure the poor and the elderly on fixed and low
incomes are provided with adequate housing, a loan deferral and mortgages
subsidization program must be established which will provide for a down
payment without interest or penalty under a loan deferral plan and for
a mortgage guarantee and for a subsidy on mortgage instalment payment
based on a formula which considers geographical area, household size
and household income thresholds;
