Comments: 1. The major reason for recommending this application be. refused is the Properties in this block are the only ltarge parcels of iand remaining in the Coast Meridian commercial area. The highest and best use of these properties is commercial, as they are ina commercial area and poorly located for residential use. The only residential in the area is a 24 unit complex beside the 7/11 grocery and Lacross Box on the schoo! grounds. In view of the comments by residents of that complex about their problems living ina commercial area it is recommended that no further residentia} development be considered. . 3. A question that has been raised is the necessity for additional commercial floor Space in the north side shopping district. ; There have been Inquiries about changing some residences along Grant Avenue to commercial and potential for expanding some existing stores. With continuing residential development to the north, the marke area for the Coast Meridian commercial district will expand. For example, development of the City'ts housing reserve will provide about 300 additional homes and 900 people. In addition to building activity in the City, future demand for commercia! services. . 4. In conclusion, this report ts recommending refusal of the application to rezone 3410 Coast Meridian.
