MINUTES OF SUMMER GAMES TASK FORCE MEETING

A meeting of the District #43 Inter-Municipal Summer Games Task Force was held
on 1982 September 08, at 1:00 9.m., in the District of Coquitlam's Park and
Recreation Office, with the fallowing persons present:

Item 1 -~ Purpose

The purpose of the meeting was to review the overall! implications of an inter-
municipal approach teing taken to hosting the Summer Games in the District #43
area in 1986; and, Further, to identify the major competing events and expositions
scheduled for the Greater Vancouver area in 1986, as well as the possible effect
of the current economic paralysis on any such Gamas,

The meeting reviewed the salient findings of the 1979 report and tacitly agreed
that no effort should be made to conceal! or deny the fundamental significance

af community support first being shown for such a major athletic undertaking;
and, concomitantly, the compelling need, perhaps, ta transform a Counci]-
centered interest into an inter-community desire to host such a Games. The meet-
ing also made particular note of the disturbing fact that not one of tne Park

and Recreation Departments represented on the Summer Games Task Force could report
receipt of 4 single formal or informal request to host either a Summer or Winter
Games from any community athletic groups or uryunizalions. In addressing the
importance af a hand-picked lay citizen advisory committee to represent the inter.
communities, the meeting noted that such an inter-community games advisory bd
committee was perforce the most important link in the organizational: chain,

and that such a committee should be in Place by the close of 1982 if a Summer
Games was to be hosted in 1986. Judging from the Penticton and Richmond Summer
Games experiences, the task force wished to record the fallacy of communities
expecting their Park and Recreation Departments to be the prime “organizing”
agency rather than simply one of a number of “support” agencies associated to
such major Games. .

[tem 3 Up-Date of Physical Resources Available by 1986

3.1 Sports Facilities - Port Coquitlam Area

The meeting was informed that there is very little chance that the
Reeve Street area would see a 2S-acre + athletic field comp Lex
being operational by 198Gedue to the obvious and palpable decline
in the economy. Port Coquitiam also reported that {t would not
likely nave a lawn bowling or fence-enclosed stadium and track and
field facility that would be technically acceptable to the Games
Committee py 1986.

Sports Facilities - Port Moody Area

Port Moody reported that no new major athletic facilities were
anticipated by 1986.

Soorts Facilities - District of Coquitlam

Subjact to an economic upturn, the 100-acre Coquitlam Town Centre
Park may have a fence-enclosed stadtuin in place by 1986 but no
lawn bowling facilities are anticipated at this time,
