December 4th, 1978. is well known for his work on the Library Board and his regular attendance at the Council meetings. Mayor Campbell stated in his opinion governments have lost their ability to find simple answers to simple questions, they have allowed themselves to think that everything is complex and baffling and this is not the case, he pointed out that human needs have changed very little since the beginning of time but that people now demand. more and more from governments and less from themselves. Mayor Campbell stated governments on all levels must accept a more subordinate role. Mayor Campbell further advised he was pleased to see a tax revolt as it showed the people are finally becoming involved and are going to help to pick the priorities and it means that people are willing to accept a lower level of service. Mayor Campbell stated the message is loud and clear - governments must spend less money and there will be less pressure for large wage increases and inflation can be curtailed. Mayor Campbell then stated that in his opinion the new Transit Authority is unacceptable as in order to run existing buses, the following groups would have to be involved: B.C. Hydro or someone to operate the buses, the municipality or service area that could be the G.V.R.D., the UTA, made up of elected officials from all over B.C. and Ca on the local transit level: a commission to assist the UTA made up of appointees of the Minister, the Ministry of Municipal Affairs, a Cabinet Committee made up of the Premier, the Minister of Finance, Highways and Municipal Affairs and finally, the Cabinet itself which must make all final decisions. Mayor Campbell. stated he felt the transit. should be done under one authority and that it is the financial responsibility of the Provincial Government. Mayor Campbell stated the government's role, both Regional and Municipal should be one of co-operation and local input. In conclusion, Mayor Campbell stated we need simple answers to simple questions ~ Canadians willing to accept a more simple life and more responsibility.
