November 21st, 1977. The Council then turned to the November 18th, 1977 memorandum of the City Engineer concerning the Coquitlam River bridge, which had earlier been read to the meeting, and an extended discussicn ensued amongst members of Council during the course of which several additional comnents were received from members of the public in attendance. Alderman Traboulay stated that he was in favour of constructing a vehicular and pedestrian bridge on the Lincoln Avenue alignment, but, as this proposal was not favoured by the Council he proposed that a pedestrian bridge only be constructed. Aldermen Keryluk and Laking advised that they were in favour of a pedestrian bridge, not a vehicular bridge. Alderman Ranger referred to the comments made earlier by Mr. Lou Robinson that the approaches to the bridge during dark winter nights was not of concern and he advised that it was very much a concern of his as the bridge would be used at all hours of the day and night and the accesses must be made safe and well lighted. Moved by Alderman Trabolay: Seconded by Alderman Laking: That a pedestrian bridge be built across the Coquitlam River and: 1. The Engineering Department consult with the appropriate senior government authorities to determine the basic criteria which will govern the design and construction of a bridge. 2. The Engineering and Planning Department investigate, con- currently with 1 above, the most suitable location or locations of the bridge. 3. Proposals be obtained from engineering consultants covering the preliminary design and cost estimates, and the detailed design and tender call of a bridge. Defeated. Aldermen Traboulay, Laking, and Keryluk voted in favour of the resolution. Prior to defeat of the resolution mentioned above Alderman Ranger expressed the opinion that the same was not worthy of consideration by the Council as it would authorize construction of the bridge before any information as to design and cost were available and in order to completely divorce himself from consideration of the resolution he left the Council Chamber at 8:25 p.m. Moved by Alderman Mabbett: Seco d derman Laking:
