In future local improvement projects, I would recommend that we: 1. continue to use the present method of establishing charges and setting assessments and not employ any method of imposing equal charges on benefitting parcels. 2. that the Rates By-law be amended annually to reflect current costs. This does present problems as everyone wants their project done at the old Rates, therefore: 3. if projects cannot be carried out immediately and are to be placed on some sort of priority list, that we should advise the applicants, clearly, that the work cannot be done immediately and when it is done it will be carried out at the rates then in effect. The applicants would then be advised prior to the project commencing so that they can have a further opportunity ts decide whether or not they wish to go ahead with the project. Eee mm “: L.D.
