Prior to the question being called on the foregoing propesed resolution, a discussion ensued, and Alderman Laking suggested there is a need for control and security of guns in homes. Alderman Mabbett mentioned that in many instances gun racks on vehicles are not locked, and he proposed the following motion: Moved by Alderman Mabbett: Seconded by Alderman Traboulay: That the foregoing proposed resolution be amended by adding the following words at the end of Item 1 C. thereof: "and that a safe method be required for storing guns in vehicles," Carried. Alderman Traboulay stated he felt guns should be registered, and he proposed the following motion: Moved by Alderman Traboulay: Seconded by Alderman Thompson: That the foregoing proposed resolution of Aldermen Thompson and Ranger be further amended by adding the following at the end thereof: "AND THAT a programme for registration of firearms be studied." Defeated. Mayor Campbell and Aldermen Mabbett & Traboulay voted in favour of the resolution. The question was then called on the motion of Aldermen Thompson and Ranger, as amended: That as recommended in a report from the Environmental Protection Committee, May 9th, 1975, letters be written to the three levels of government requesting that gun laws be amended to incorporate Parts A, B and C of Clause 1 of Mrs. M. Burtinshaw's resolution which states: "1. A. Any commercial establishment wishing to sell guns, rifles, shotguns will apply to the Federal Government for a "License to Sell". B. Any commercial establishment which sells weapons manufactured to kill - rifles, guns, shotguns, hunting knives - will provide adequate and constant security in the form of burglar proof lock up systems and alarm systems. C. All persons storing legally owned guns of any kind will provide adequate and constant security in the form stated in Section B. within the establishment or residence where the guns are stored and that a safe method be required for storing guns in vehicles."
