Kirk DATE: February 2/7, City Administrator File No. 77/88 Carios Felip Director of Planning 1848/50 Argue Street It is recommended that Council; Advise the Fraser River Harbour Comaiseion that in consideration of the exclusive jurisdiction that the Commission has over the river area, the Municipal Council is prepa-ed to withdraw its opposition to the proposed water lease in favour of Richard Lane Investments Inc. (Citadel Landing) subject to the following: a) The water lease excludes the area proposed for an expansion of the "Residents Deck"; b) The use of the lease area is restricted to meorage of pleasure craft for the exclusive use of the residents of the building uncer construction at 1848/1850 Argue Street. Commercial Marinas should be specifically prohibited; As was proposed by the applicant, no new pier should be constructed to access the floaters, but the applicant shall obtain a permanent agreement for access through the pier of the Gillnetter Pub (The Municipality or the Commission to be third party to the agreement. ); The applicants be informed that the Waterfront Comprehensive — Development zone will be amended tc include the moorage use, to make it conform with the City of Port Coquitlam's bylaws; and that the Fraser River Harbour Commission withhold the lease agreement until all concerns expressed by the Department of Fisheries has been satisfied and the applicant has submitted to the Municipality revised landscaping plans reflecting the agreed location of the Poco Trail. BACKGROUND: On February 5, 1990 the Municipal Council requested the Fraser River Harbour Commission to withhold any approval to the proposed Marina and Residents Deck at Citadel Landing; On the same date, Council requested the applicants to clarify the way they intend to implement the Poce Trail across the north side of their property.
