Sgt. Marshall elaborated on the earlier R.C.M.P. report, showing that -

1. R.C.M.P. received 37 direct complaints of varying degrees in 3 months.
soft and chemical drug problems
liquor problems particularly with juveniles

obscenities to tenants, passersby, etc.
Several charges have been laid on varying cases.

Manager's report -
1. liquor problems coming out of billiard hall

2. obscenities to occupiers of suites

3. gaining access to entrance halls of Flint Manning Apt. block,
urinating and other things in hallways.

4. general noise and nuisance factor, causing some tenants to vacate.

Over the past few months Mr. Power has been called in by both the R.C.M.P. and
our own Bylaw officer to discuss the problems, and in the opinion of both
parties has done little to improve the situation, except post some signs and

change one employee.

It is my opinion that in listening to all parties concerned and studying the
data presented we have an owner of an establishment, who lives too far away
and does not seem to be able or willing to employ personnel to manage the
operation.

He keeps informing us of his large investment; that is his business not ours.
We have a responsibility to the citizens of Port Coquitlam.

Many of us were concerned about the possibility of local area citizens having
problems with the Disco, prior to allowing a license, however our concern made

the owners aware of their responsibilities and they operated an excellent disco.
