BACEGROUND & COMMENTS: In September of 1987 Port Coquitlam City Council adopted Bylaw 2277 for the purpose of controlling i A , the places where people may smoke. In the bylaw it recognizes that second hand tobacco smoke is a Men health hazard and causes discomfort for many residents. It also recognizes that it is desirable for the health, safety and welfare of the residents to prohibit and or regulate smoking. Currently the Hyde Creek Recreation Centre is a non-smoking facility and the Port Coguitlam Recreation Centre only allows smoking in the foyer of the "new" arena. We have received an increasing amount of pressure, from the public, to declare the whole building a non-smoking facility. Most of the users, of the facility, will be pleased to have it as non-smoking. Although, there is always a few people who will not agree with the decision. If Council agrees to declare the PoCo Recreation Centre as a non-smoking facility, ashtrays will be strategically located outside the building, (under the covered areas). Smoking will still be permitted in the Mabbett Room during private social functions as it is in Hyde Creek Gymnasiwn, Staff has reviewed the smoking regu": ‘ions in other facilities and most have declared theirs as non- smoking, PAGE | EP Bee yt
