Create a new zone for 40 ft. lots that restricts creation of an illegal suite. Workshop participants were concerned about the continued proliferation of illegal suites in RS-2 areas. To address these concerns, another new zone, eg. RS-5, could be created. The RS-5 zone would have the same siting, height and lot coverage regulations as RS-2 zoning. However, it would include restrictions that would impede the creation of an illegal suite. The new RS-5 zone would be used in place of RS-2 zoning in future small-lot subdivisions and rezoning applications. Until the RS-5 zone is in place, the restrictive covenant currently in use to restrict ‘suites"’ in new subdivisions would continue to be used. CONCLUSION: Workshop participants directed that Staff formulate a more detailed proposal on an option that would allow 33 foot lots in selected areas of the City and which would include restrictions to reduce house size and prevent the creation of illegal suites. Due to the significance of these changes, it was recommended that forthcoming proposals be presented to the public as part of the Official Community Plan Review process.
