From a strict legal point of view, we do not object to
your proposed amendments but can advise that the City's standard
documents (and there is a standard form of right of way for
access purposes) have been "pre-approved" by Municipal Council
and can be executed immediately. .

However, amended documents must be approved by
Municipal Council.
