Eng.-, City Engineer SUBJECT: Finley Street Delegation ~ Public Works Committee, March 22nd, 1983 RECOMMENDATION: That. the City speak to the individual property owners who have hedges and trees on. the boulevard along Finley Street and offer to replant the hedges and trim the trees at City cost in order to improve the visibility and also that the City advise the owners of how they can get a sidewalk. constructed under Local Improvement. BACKGROUND AND COMMENTS: .. The Public’ Works Committee received a delegation consisting of Mr. Edwards and Mr. Whittle who livé on Finley Street and who requested that the road be closed or that the speed limit be further reduced from 40 km/h to 30 km/h and a sidewalk constructed along Finley Street. The delegation objects to the use of Finley Street by residents of the development to the north and are concerned about safety of children walking on the street or possibly entering the street from one of the private properties. Traffic counts taken over three days indicate an average volume of about 1,200 vehicles per day using Finley Street. This volume is higher than normal for a local street but is consistent with the volume which would be generated by the number of homes to the north which would have Finely Street as the natural access to Prairie Avenue. The R.C.M-P. were present at the meeting and indicated that they had checked speeds on Finley Street four times, three times with an unmarked car well hidden, and had only picked up one vehicle exceeding the speed limit. They do not feel that this street has any special traffic problems which would require the need for a reduction in the speed limit. Although the street has a 66 foot-wide road allowance with 18-foot boulevards, there are several dense hedges planted right next to the curb which severely restrict the visibility for traffic and pedestrians. There are also evergreen trees with branches to the ground planted in the same area. If these 4
