Consultant's fees, fill materials, etc. Therefore the cost
to complete the project using the lowest tender is about

$71,000.

If Council is prepared to proceed with the construction
of this change room facility, funds could be found as follows:

(a) From the Reserve for Future Capital $43,000

(b) From the Parks Development Reserve $28,000
Total $71,000

The Parks Development Reserve had $60,944 as of
December 3lst, 1981.

I would draw to Council's attention the fact that
the low bid from Raven had a price for the plumbing which was
about one-third the average of the other bids. It appears
that the subtrade may have made a mistake in bidding the
plumbing to the general contraetor. I have checked this with
the bidder and he is prepared to stand behind his bid. I
raise this issue only to warn Council that there may be
difficulties between the Contractor and his subtrade which
might result in a delay to the time it takes for construction.
We will cover ourselves with a performance bond so that there

will be no financial loss to us.
