THE CORPORATION OF THE CITY OF PORT COQUITLAM C 0 UJ I MEMORANDUM JAN 1§ 1978 TO: Mayor and Council January 12th, 1978 FROM: Planning & Zoning Committee Re: R#12-76 - Land Use Contract for 64-Townhouse Units on Lougheed Highway Council will recall that in December 1976 third reading was given to a Land Use Contract with Airwate Cellcrete to develop 64 townhouses on a site between Lougheed Highway and Imperial Avenue. Since third reading on the Land Use Contract the proposed development has become inactive on the part of the developer. One of the clauses in the Land Use Contract is that the development has to proceed in two stages with eight months apart. The reason for this clause was te ensure that not all 64 units would come on the market in 1977. We were recently approached by the developer to waive this clause. The reason given is that the development is not feasible if it has to proceed in two stages. The developer also claimed that this is part of the reason why the proposed project had been inactive for over a year. Upon request by the developer the Planning and Zoning Committee reviewed this clause and recommends that it be waived so that the development can proceed. The Committee feels that impact of this development is not as Significant as anticipated as housing starts in 1977 were much lower than Council's policy would permit.
