Alderman Thompson suggested that = Committee be struck to outline guidelines to make such a policy workable, and Alderman Traboulay stated he was willing to withdraw his motion in favour of using the guidelines set forth in the report from the City Administrator aforementioned. Moved by Alderman Traboulay: Seconded by Alderman Mabbett: That the report of the City Administrator, October 4th, 1974, concerning citizen participation earlier in the process when amendments are proposed to City By-laws covering major developments in the City, be accepted; AND THAT the guidelines set forth therein concerning public participation be followed. Prior to the question being called on the foregoing resolution, Alderman Ranger proposed that Item 4 of the guidelines set forth in the report be refined to provide that a newsletter would be sent to the residents concerned advising of rezoning applications prior to the sending of notices of public hearings thereon, and to this suggestion Alderman Traboulay agreed. Alderman Keryluk pointed out that Items 1 and 2 of the guidelines deal with directives to Council members; Item 3 Suggests the same action that Alderman Laking and he were responsible for with respect to the proposed Hastings Street townhouse development, i.e. - that the developer provide details of the proposal to the residents affected, and he suggested that a more sensible approach would ba to strike a committee to establish policy guidelines as Proposed earlier by Alderman Thompson. Alderman Laking stated his view that the problem is "where we ourselves are proposing changes without looking at the policy" and that if Council feels there should be a change, then the policy should be reviewed. Alderman Mabbett pointed out that there is public participation up to a point, and mentioned that representatives of three active ratepayers groups attend Council meetings regularly as well as some Committee meetings.
