Parsons’ six-year-old son, Jocy, drowned March 23 when he fell through the ice on a man-made pond at Samson’s Poultry Farm. The pond was created several years ago when Samson’s owner Stan Kinkead began filling the Heek Creek ravine in preparation for a subdivision project there, Following complaints from neigh- bors and a subsequent investigation by city staff, however, Kinkead was directed by an April 28, 1986, council resolution to take specific corrective measures, Two of these were to add fill to alleviate flood- ing problems on neighboring pro- perties, to be completed by the end of August 1986, and to fence the remaining portion of the pond which was to be completed a year later. The work was never done, however, "And now my son is dead," Parsons said to council. At one point, Parsons’s lawyer, David Warner, asked council mem- bers to drive to the site and take a look at the problem for themselves, Parsons asked council if any of them had done so and only one, Continued on page A16 City backs Shames debt-for-share plan Shames Mountain Ski Corporation president Gerry Martin was successful Monday night in convincing the majority of city council members they should back the Shames Mountain debt-to-share conversion proposal. This means that Terrace council representatives who sit on the Regional District of Kitimat-Stikine board will join their Kitimat counterparts in asking the entire board to support them in requesting that the Ministry.of Muncipal Affairs allow the regional district to go ahead with the share conversion. If approved by both the regional district board and the ministry, $322,150 of the original Kiisumkalum Ski Hill debt taken on by the corporation would be converted into regional district-owned shares in the Shames Mountain project, As explained to council by Martin, the debt conversion will give the corporation the security they need Continued on page A3 + See ¢ Ee eee eee
