February 2nd, 1981 From the Public Works Committee, January 30th, 1981 recommending amendments to the City's Development Cost Charge By~laws. Moved, by Alderman Traboulay: Seconded by Alderman Keryluk: That the report of the Public Works Committee, January 30th, 1981 recommending the following adjustments to the City's Development Cost Charge By-laws: a. Highway Facilities By-law No. 1680 - increase all rates by 35.8%; Sewage Facilities By-law No. .735 - increase rate by 17%; Water Facilities By-law No. 1657 - increase all rates by 15%; Drainage Facilities By-law No. 1736 - increase all rates by 17.5%; e. Park Acquisition By-law No. 1652 - no increase recommended, be approved. Carried. Alderman Muldoon voted against the resolution. Prior to passage of the resolution quoted above, ‘\lderman Muldoon advised that she would have preferred to have seen increases less than those that had been proposed. From Public Works Committee, January 30th, 1981 concerning use cf the City's Welcher Avenue garbage dump during the current strike. Prior to consideration of this matter by the Council, several members of the audience, including Mr. George Allen, 2477 Welcher Avenue and Mrs. Sharon Evans, 2436 Welcher Avenue were invited to address the Council and the Council was urged to close this temporary dump forthwith. Mr. Allen suggested that large garbage containers be placed on private property in the City for the garbage and that they be changed when full. Mr. Keith Ballantyne also addressed the Council and advised that when he attended at the dump the gate had been deliberately blocked, that there was, in his opinion, excessive picketing, and he presented a handfull of nails to the Council that he said had been taken from the access road. Mr. Ron Talbot, a resident of Welcher Avenue, stated that the residents, by reason of the use of the dump site were not receiving the quiet enjoyment of their property to which they were entitled. Alderman Keryluk advised that following the Public Works Committee meeting that gave rise to the report presented this evening to Council a second Public Works Committee meeting had been held and as a result of that meeting it was the recommendation of the Committee that the Welcher Avenue Dump be closed forthwith.
