Pollock City Administrator At the last regular meeting cf Council, approval was given for the rezoning of The Old Texaco Station on the Lougheed Highway for commercial enterprize. The application made by the purchaser requested C-4 zoning. After reviewing the present building, it would appear that C-2 zoning would be more appropriate, This gives the owner the zoning to permit his intended use and the side yard pro- visions of *the C-2 zone will accommodate the present building. In addition, the shopping centre on the adjacent property is in the c-2 zone, One of the things that concerned the Planning and Zoning Committee, when this matter was reviewed, was the fact that the only access to this property is by the lane at the rear of the existing centre, Coquitlam Avenue is not. open to the Lougheed Highway or Shaughnessy Street and therefore does. not provide a legal access. When this matter was discussed with Council, at the last meeting, Mr. Edwardson, the purchaser, stated that he had an agreement with the shopping centre owner for access. The only legal way to guarantee future access, would be by way of an easement across the parking area and this would not appear to be a practical solution. In order to avoid future problems with access, we should make it clear to the present owner that he may make whatever provisions he wants with the shopping centre owner for access, however, the only access the City is able to provide, is by way of.the lane. There are two other things that should be considered at this time: (1) Coquitlam Avenue has been closed off at the Shaughnessy Street end and a by-law should be passed to stop up and close this portion of the Coquitlam Avenue to traffic. (2) There are some road allowances in the area that abutt the Texaco property, and if we could obtain consent from the present applicant to close some portions of these roads, they could be incorporated with our park rules property. The extent of these road closures would have to be determined, but the attached sketch shows the roads involved. _ The by-law has been prepared for C-2 zoning of this property ‘and can be given two readings prior to public hearing being set.
