FINANCING THE FVRL: A PROPOSAL continued Page 3 The proposal to change its method of assessment does not appear to be contrary to the regional library's constitu- tion under Part IV of the Public Libraries Act. Section 48 (d) gives the Board the power to make regulations for the management of its business and Section 50 (2) authorizes the Board to levy assessments in a way mutually agreed on ‘by the councils of the respective municipalities, (a) It is recommended that the Board of Management study this proposal with a view to implementing it for the 1978 budget year. (b) It is recommended that the Board seek opinion from tne councils of its member municipalities on the proposal, and that such Proposal include the requirement for municipalities to budget capital funds for bookstock for new or enlarged library facilities they might construct. (c) It is recommended that, with the adoption of. the proposal, the Township and City of Chilliwack, the Township and City of Langley and the Districts of Abbotsford and Matsqui be paired for assessment and receive unit billing to be Paid by one of the pair in an agreed arrangement between the parties.
