Kirk City Administrator FROM: John Shardlow Director of Building Pemnits and Inspections SUBJECT: Homeowner Residential Rehabilitation Program (RRAP) in the City (Protective Service Committee Meeting December 16, 1992) RECOMMENDATION: That the Mayor and Council support the delivery of the Homeowner Residential Rehabilitation Program (RRAP) by the Dewdney Alouette Regional District agents. BACKGROUND & COMMENTS: Currently Canada Mortgage and Housing Corporation (CMHC) is providing all of the RRAP delivery service in the City. Last year there were six applications generating approximately $5,000.00 in revenue for the agent. On October 1992 CMHC notified the City of Port Coquitlam that they are embarking on a program to re-establish the delivery of the RRAP program into the hands of local agents. CMHC is requesting a resolution in Council and a letter from the City Clerk on one of the following options. 1, That the delivery of the RRAP program (administration and inspection) be provided by the City of Port Coquitlam. 2. That the delivery of the RRAP program (administration and inspection) be provided by any agent selected by CMHC. The City of Burnaby has offered to extend their services to include Port Coquitlam. 3. That the administration of the RRAP program be delivered by DARD and the inspections be done by the Port Coquitlam Building Department. With option number three the full fees would be paid to DARD and DARD would reimburse the City of Port Coquitlam for the inspections done.
