A meeting In attendance were Alderman Nike Thompson and Alderman Nichael Wright. Also in attendance were Larry J. Wheeler (Item No. 2), Recreation Nanager/Deputy Director, Rick Hankin (Item No. 1) GVRD, Paul Skits (Item No. 1) GVRD and K. Janna Taylor, Parks & Recreation Director. Item No. 1 GITRD The Committee met with Rick Hankin and Paul Skite to dicuss the concept of the PoCo Trail becoming part of a regional trail system. It was agreed that GVRD could act in a support role in areas of advertising and also giving some technical advice on signage standards, etc. Nr. Hankin was very supportive of the concept of looking at PoCo Trail being advertised in the GVRD brochures. Nr. Rankin also spoke about the meeting April 2 for the NE Sector and the GVRD Park Plan. Wheeler, Recreation Manager/Deputy Director SUBJECT: Marlin's Request: Extending Centennial Pool Operating Season Recoaxaendations It is recommended that we decline the Port Coquitlam Marlin's request for the Department to extend the operat1ng season for Centennial Pool !n 1992, Purpose/Problem: this report is to provide information and a recommendation regard1ng the Port Coquitlam Mar11n's request that we cons1der extending Centenn1al Pool's operating season by up to 4 weeks. The purpose of Background Information: In recent years we have opened Centennial Pool around the m1ddle of June. This has been done to accommodate several sw1m meets/swim trials held in late June. Late last year, the Port Coquitlam Marlin's forwarded a request (letter attached) that we consider extending the operating season of Centennial Pool by up to 4 weeks. Their rationale is that to provide a "top notch" summer swim program, they requ1re add1tional tra1ning t1me in the weeks lead1ng up to these meets. FEB 17 1992 ,ill~"~Pmm~ mm~ IIIIIM, mml~ Ra~ass~ N~ge%43M g~ ~R~R I@ Alternatives: A number of alternatives are available for Committee's consideration. 1) Support the Marlin's request to extend the operating season at Centennial Pool by 4 weeks. 2) Deny the Marlin's request. 3) Modify the Marlin's request and extend the season for a shorter time peri ~d. Discussion: The rationale for the Port Coquitlam Marlin's request is outlined in the attached letter. Basicaily, they are of the opinion that provide an excellent program and operate a "healthy" club, theyto requ1re addit1onal tr ai n1ng time pr1or to the start of the season. The amount of time that we are able to provide them with in the indoor facility is limited due to our agreement with the schoolboard and the resulting pressure for publ1c programs dur1ng prime times. Although we do not disagree that additional practice time in our community would benefit the club and 1ts program, we are with the idea of opening the pool up for up to an extra 4 concerned weeks and having the swim club only usu it 4 hours per day for 4 — 5 days per week. It is our understanding that on most weekends the club not be training as they would be off competing. Filling the would addi tiona'I hours would be very d1ffi cult as the majority of the schoolboard requ1rements are already being met and the demand lessons in the outdoor pool would likely not be that great. Infor add1tfon. we have already committed to opening the indoor pool ibis summer, thereby prov1ding s1x add1t1onal weeks of sw1m lessons. I have attached a copy of the ledger statement (unaudi ted) for the 1991 Centennial Pool operat1on. The pool cost approximately $ 3,350.00 per week to operate in '1991. Some costs (ie start-up) will not change regardless of'hen we open. However, the costs tor heating the water, the chemical program, and maintaining the pool would increase. he are not able to eas1'ly identify these costs, but have estimated them to be at least $ 1,250.00 per week. I am not sure what the Port Coquitlam Marlin's Swim Club's abf 11ty to pay 1s, but I am qu1te sure that they would be looking for some sort of cost sharing arrangement. In addition, we need to take into consideration the community's reaction. If we do dec1de to open the pool early and ihe weather is bad, we may face a lot of critic1sm for opening during the time year when the weather 1s typically not very good. On the other of if the weather is good and we wer e not staffing the facility, we hand, would be open to cr1t1c1sm for operat1ng the fac111ty, but not allowing the general public access. However, any ass1stance we prov1de to the swim club would be well rece1ved by the parents of Club participants. FE8 17 l992 O Conclusion: The Port Coquitlam Marlin's have approached the Parks and Recreation Department with a request that we consider operating Centennial Pool for an additional four weeks to accommodate their training requirements. It is estimated that the additional cost of operating the facility would be approximately $ 1,250.00 per week. It is our feeling that we would have a difficult time justifying opening the pool early for approximately 4 hours per day of usage. My name is Mark Reynolds and I am the newly elected President for the Pt. Coquitlam Marlins Swim Club. On behalf of our new Executive Committee, I extend our heart felt thanks and appreciation for the support you and the City of Pt. Coquitlam Recreation Deoartment have shown us in past years. Ns, Taylor, ours is a vibrant and growing "ommunity. In recent years this is reflected in a small way through ouz own growth in club regist ations. Ouz joint growth, the community and the club, has certainly added additional strain to available resources. Foz the past few years, to meet the needs of our swimmers, during May and the first two weeks of June, we have purchased limited pool time outside of our community, This was done in association with the Pt. Moody Aquarians Swim Club and the City of Pt. Moody. Today we are not pleased with this position as we would prefer to support our local community services. The erratic houzs, varied locations and expense of commuting has been an irritant to our members. Anticipating ouz 1992 growth and to address the crescendo of concern, I would like the opportunity to meet with you in early December to explore local alternatives. One such option may be opening one of our existing outdoor facilities on or about May 19, 1992 with the Marlins subsidising the operating expense for the four additional weeks of operation. Further, we could work with you to maximize the use of the facility to promote aquatics in Pt. Coquitlam. This working with limited funds.
