Prior to the question being called on the foregoing resolution, a brief dis- cussion ensued and Alderman Ranger expressed concern at the time that would be re- quired to prepare recommendations and submit them to Council in By-law form. The City Clerk estimated that it would probably take from three to five months to get "all the loose ends tied together.
