All questions concerning the inter- ests of the two zones will be solved by qualified representatives of the Vietna- mese people from the two zones through negotiations and without for- eign interference. b) In accordance with the Geneva Agreements of 1954 on Vietnam, dur- - ing the provisional 2-zone partition of the country, the two zones, North and South of Vietnam, will abstain from participating in any military alliance with foreign countries, will not permit any country to hold military bases, troops or military personnel on their soil, and will not recognize protection of any country, or military block what- soever. 5—Concerning the foreign policy of peace and neutrality of South Vietnam South Vietnam will pursue a foreign policy of peace and neutrality, will establish relations with all countries, regardless of political and social sys- tems in accordance with the five points of peaceful co-existence, it will have economic and cultural relations with all countries, accept cooperation _of foreign countries for the exploitation of resources in South Vietnam and re- ceive economic and technical aid from any country without any political con- ditions and will participate in regional plans of economic cooperation. On the bases of these principles, after the end of the war, South Vietnam and the United States will establish political, economic and cultural relations. 6—Concerning the destruction and losses caused by the United States to the Vietnamese peoples in the two zones The government of the United States _must bear full responsibility for the losses and destruction ‘it has caused on the Vietnamese people in the two zones. 7—Concerning the respect and international guarantee for the agreements that will have been signed _ The parties will agree on the forms of respect and international guarantee regarding the accord to be concluded. Gentlemen: With the above Seven-Point State- ment, once again, the PRG of the Re- public of South Vietnam should like to prove its goodwill for peace. It is sure that our just proposals and our serious attitude will further enjoy the deep sympathy and strong support of the peace and justice loving govern- ments and people throughout the world. We believe that the South Vietna- mese population of cities and = side, together with the PRG, irae their utmost to put an end to the U.S war of aggression, to achieve peace and independence for the Father- land, and to re-establish the broad- based national concord. It is also our belief that the North Vietnamese popu- lation will always unite with their compatriots in the South and strongly support the just proposals of the Na- tional Front for Liberation and the PRG of the Republic of South Vietnam. We believe that the freedom and peace lov- ing forces in the United States to- gether with the Vietnamese people, will speed up the struggle to put an end to the war in Vietnam in the in- terest of the South Vietnamese and the American peoples and for world peace.
