Although Mr. Cameron agrees that the need for dyke maintenance in the first year
following construction should be minimal (and that the contractor will be responsible! for
maintenance and repairs arising from construction deficiencies) he also advised that
there may be some need for maintenance including grass cutting, flood box inspection
and vandalism copair. 7

C:ven the foregoing, we have drafted a proposed "maintenance permit" and forwarded a
copy to the Department of Justice and the solicitor for the Coquitlam Indian Band
today. A copy of the draft permit is enclosed, together with a copy of our letter to the
Department of Justice.

The terms on which the draft permit has been prepared are set out in that letter and
follow instructions received from yourself, Mr. Zahynacz and Mr. Maitland. In our
opinion, if the permit is issued on those terms, there is relatively little exposure to th
City from any claim by Georgina Williams.
