Rauh City Clerk Council Procedare Bylaw Review (Councillor Kerytnk and Councillor Talbot) INTRODUCTION | Prior to first three readings being given to Bylaw No. 2856, an amendment to the Council Procedure Bylaw, Council instructed that the Task Force investigate and mepare a recommendation regarding the inclusion of an Agenda and Minutes from In-Camera Meetings as well as an additional question period at the beginning of the Council Meeting. Further to discussions by the Task Force the following recommendations are submitted. That Council promote the use of a "Delegation/Question Period" section of the Council Procedure Bylaw - "Order of Business" to make the public aware of the opportunity to address Council prior to Agenda Items being discussed. That an In-Camera Agenda be provided and that the practice of providing In-Camera Minutes be discontinued. 3. That reports for “Information Only" be distributed to Council members for consideration and that they may be introduced on the following Agenda under "New Business". PREVIOUS APPROVER RECOMMENDATIONS: 1. That a statement be posted on the City Hall bulletin board outlining the sections of the Municipal Act that allow Council to discuss items, that in the opinion of the Council, the public interest requires that decisions be made at In-Camera sessions. 2. That the following items be discussed In-Camera. a) Issues relating to personnel, litigation, land transactions, labour relations and intergovernmental negotiations. b) That if required, discussion leading to recommendations for the awarding of all contracts be held In-Camera at both the Committee and Council Committee level and thar no announcement concerning esq ipcpampendations be made public until they are brought forward to Council. ee . |
