Re: Establishment of Transportation
. System

: Further to your letter of August 16th, 1972 in
the above-mentioned matter, we have considered the contents
of your letter and the questions posed therein.

We note that Council has not yet determined the
method of financing the bus system, bit apparently this
will be financed from General Revenue and from fares.

With regard to the possibility of the City having
to operate the system in perpetuity, although the by-law
certainly does not make that mandatory, you will note that
the by-law could only be repealed in the same manner in
which it was passed, that is to say, the aporoval of the
Lieutenant-Governor in Council and the vote of the owner-
electors, and it may well be, that once the System has been
in operation, that the Council would have a difficult tine

: terminating the service, unless they are prepared to go to
