Wheeler, Recreation Manager/Deputy Director SUBJECT: Request to Wa1ve Fees W.S. Ningrove Memorial Slo-P1tch Tournament Purpose/Problem: The purpose of this report is to provide the Parks and Recreation Committee with 1nformation and a recommendation regarding a request received from the Port Coquitlam Fire Fighters Association to waive the fees relating to their annual slo-pitch tournament. Recommendation: It is recommended that the Parks and Recreation Committee deny the request to waive the "beer garden" fees and the fees related to using the concess1on trai'ler. Background Informati on: The Port Coquitlam Fire F1ghters Association are holding their fourth annual W.S. Ningrove Memorial Slo-Pitch Tournament on the weekend of May 23-24, 1992. All proceeds from th1s tournament will be to the Burn Unit. Therefore the Fire Fighters have appl1ed forwarded to have all fees waived so that they may lower their overhead costs and maximize their contr1but1on to the Burn Unit. MAR 16 1992 Analysf s: Ne receive a number of requests to waive rental/service charges each year. With few except1ons, the Parks and Recreatfon Committee has consistently den1ed these requests. The rationale has been that we are trying to reduce our reliance on the tax base. If we waive the fees for fundrafsfng events, which have the ability to generate funds, we will have a very difficult tfme deal1ng with requests from other organizations. In the case of th1s request, the $ 60.00 charged for mov1ng the concession trailer only partially covers our actual costs. In the case of the $ 156.00 "beer garden" fee, it helps with the extra costs (fe clean-up, etc.) that we 1ncur as a result of beer gardens. 5uemary: The Port Coquftlam Fire Fighters Association have approached the C1ty of Port Coqu1tlam to waive the "beer garden" fee and concess1on trailer service tee. They are hosting a Slo-Pftch Tournament at Hciean Park on 14ay 23-24, 1992. Proceeds from the tournament will be directed to the Burn Unft. Rental/service charges have normally not b ived for these types of everts. fxheeler Luff/pg MAR f 6 1992 April 15,1992 Janet Taylor Parks 6 Recreation Dept. g Q K ( A;I2)4. Firefighters FROM SUBJECT : W.S.WINGROVE MEMORIAL SLO " PITCH TOURNAMENT The f curt.h annual W. S. Wingrove Memorial S1 o Pitch tournament is being held on May 23 24 weekend at McLean Park. The tournament is a mixed team tournament with an invitation sent out to all the teams who are registered in this summers POCO recreation league . This event as other years is held so the firefighters may raise donations to be presented on behalf of the Cities Firefighters to the BURN UNIT. We run this tournament as stated strictly as a charity event with all our profits being dispersed to the BURN UN1T. The firefighters would like to reserve the concession shack for this weekend to have on site to use as a source of generating funds from the event. As this event is held for charity we are asking the City to donate the rental of the concession shack as well as the fees incurred for the use of McLean Park for the weekend. The co-operation from the city , with regards to waiving the above costs will help the firefighters keep the overhead costs of running the tournament down and help towards a larger donation being passed onto the BURN UNIT. I thank you for your attention to this matter and we hope we can count on the City to help make this weekend a very successful one for the cities Firerighters and the charities we continue to support. — ~ — Yours Truly, +~ y~u&cQuf(= cc~Mayor 6 Council Bryan Xirk Hochstetter Tery F'refighters MAR I 6 ]992
