The voters list has about 366,000 names — about 300,000 in Guyana, and 66,000 overseas. This is equivalent to a, 48 per- cent increase on the 1964 list. By no stretch of the imagina- tion could there be 66,000 Gu- yanese domiciled in Guyana but temporarily resident abroad. This represents a 21 percent, increase in the four- year period, as compared with a 19 percent increase in the 11- year period, 1953-64. No provision was made over- seas for photographing and fin- gerprinting of voters, as in Gu- yana. Doubts being raised about the registration of voters, it be- came necessary for the Govern- ment to enlarge the facility for proxy voting, which was sever- ely criticised by the Common- wealth team that observed the 1964 election. Guyana, as a U.S.-client State, is thus following in the. foot- steps of other client-States in Latin America, where Right Wing dictators hold sway and where bullets have replaced bal- ‘lots. Apart from the right to vote, other rights laid down in our Constitution are imperilled, in- cluding the right to free move- ment, the right to demonstrate peacefully, the right to a fair trial, and’ the right to strike. Yet, the puppets in Guyana and the puppet-masters in Washington never tire of prat- tling about upholding and de- fending freedom and democracy. Dr. Petras’ courageous step there- fore not only means a rebuff of a scientist to anti-human activ- ity, which is diametrically op- posed to scientific ethics, but is, at the same time, a warning against the dangerous nature of West Germany’s policy whose declared aim is to upset the status quo in Europe in order to realize the megalomaniac schemes of West German mono- poly capital allied with U.S.- imperialism.
