HOW TO BECOME A SIGNATOR Once you have had an opportunity to review and consider the Agreement and are ready to become a signator your Council/Board should: pass a resolution authorizing the officers to sign and appointing a representative to the Local Government Steering Committee. A draft resolution is provided. sign and seal four copies of the “jurat” on page 25 of the Agreement. return the four copies and name of your appointee to the UBCM office. A copy of the Agreement when completed by all Parties will be returned to you, TIME-FRAME The federal and provincial Ministers plan to sign this Agreement mid-April and we would like as many municipalities and regional districts as possible to be on board by then. If that target date is not achievable for you, municipalities and regional districts will still have until the end of May to sign the Agreement. eee ae ncaa IMPLEMENTATIONS - NEXT STEPS Under terms of the agreement local governments who decide to participate must select their three Management Board representatives within 45 days after the Agreement comes into force - this should be sometime in the last week of May. The Steering Committee also must elect a Chairperson. In order to avoid the cost of organizing a meeting to conclude these two items of business we will be proposing a process whereby we conclude this business by mail and telephone with the Steering Committee. It is proposed that ths Steering Committee will meet as a group in conjunction with the September UBCM Convention. CLOSING WORDS The general consensus of the January 10 meeting was that local government supported the objectives of the Fraser Basin Managernent Agreement and that it was “time to get on with it”: and seize the opportunity we created beginning with the Fraser Cities Coalition. It is our suggestion that you seriously consider becoming a signator fo this unique agreement. There is a need to “get on with it” in real terms with respect to allocation of Federal Green Plan funds for 1992. We hope you will agree to come aboard this “watershed” management enterprise. am PAGE
