ESE Wihisestpd PROCESS 5 After researching the scope of municipal authority to prepare a Sign Bylaw and review of all Bylaws of other municipalities in the Lower Mainland, the Planning Department prepared a very preliminary draft of the Sign Bylaw. This draft was submitted to all other pertinent departments in the Municipality, and after including their input, to the UDI -— Sign Bylaws Committee, the BO Electrical Sign Association and the Chamber of Commerce. After ensuring that ali input was appropriately reflected in the Bylaw, the draft was submitted to our Municipal Solicitors who provided considerable input in making the Bylaw consistent and, hopefully, fully enforceable. The need for a new Sign Bylaw had become evident. The Development Industry and the Association of Signmakers (DCESA) had suggested that, while Sign Bylaws in the Lower Mainland are characterized by their inadequacy, our City's Bylaw was in particular need of revision. The new Bylaw deals with all concerns expressed originally by UDI, including regulating the appearance, size, type, form and location of signs to the main -building or buildings; it will be the first one in the Lower Mainland that covers this aspect. The new Bylaw does not introduce any measures that are expected to be controversial. It has been revised by users, manufacturers and solicitors, and will provide a much easier way to guide the placement of signs in the munic cipality. ’ ‘ID 502-5/6
