Mayor Traboulay then addressed this last question: the provisional budget is set at 1.3% below last year's expenditures and if: adopted will not result in massive lay-offs; in some areas where there is no work there will be temporary lay-offs; in reduction by staff if we must have it will be by attrition - we are surely not over-staffed contrary to what many may believe; there has been a reduction in staff other than police and fire since 1975 - for example, the outside staff stands at 86 compared to 104 in 1975. Mayor Traboulay stated that at last year's Inaugural Meeting he stressed that new strategies would have to be used to cope with our lean times - some of these have been done: better utilization of staff, energy conservation and consolidation of some programmes have been looked at and is part of a continuing programme to reduce cost and that in 1983 he will be proposing another strategy to deal with the situation - he will propose that an amount of our dollar reserves be set aside and that the interest earned on these funds be put into capital road and ditch work; we must strive to do some ditch covering and road and sidewalk construction each year; the interest earned will reduce the amount of money we have to collect from taxpayers to do this needed work.
