Freeman City Clerk Re: Polling Stations - Municipal Elections Council will recall that the undersigned was requested by the Council to report on the above noted subject and attached hereto is a map showing the location of the polling stations in the City along with a summary of the staff employed in those polling stations and the cost thereof. Additionally, on a separate sheet, the vote distribution in those polling stations for the years 1975, 1976, and 1977 is shown. The present arrangement of polling stations has been in effect for the past three years (1975, 1976, 1977) following a major revision prior to the 1975 general Municipal election when the polling stations at Lincoln School, Westwood School, Kilmer School, and PoCo Secondary School were established. Additionally, a Mobile Poll was authorized and this is iocated at Dogwood Manor from 9:00 a.m. to 12:00 noon and at Hawthorne Lodge from 1:00 p.m. to 5:00 p.m. One hesitates to "tinker" with a system that now works well and about which the Council has received many favourable comments. We would certainly not recommend that the use of any polling station be discontinued as even though the usage of, for example, Westwood School and Lincoln School seems to be low these two polling stations undoubtedly are very convenient for the persons who do use them and the utilization of Lincoln School will doubtlessly increase due to residential development in that area. . As we believe has already been mentioned to Council some comments have been received concerning the need for a polling station at James Park School and if Council is of the opinion that another polling station is necessary this is doubtlessly the location at which it should be established. Based on 1977 costs the operating staff cost would be $328.00 plus some “one time only" costs in connection with the preparation of ballot boxes, polling booths, signs, etc. These one time costs would probably amount to approximately $1,000.00. Since we are not charged a rental for the schools used on Polling Day there would be very little in the way of additional operating costs over and above the staff costs incurred.
